There is no big reason to use 32 shots here, and this optimizer will work for cases with more shots (e.g. 8192 shots).

In Fig. 3 of the original paper(https://arxiv.org/abs/1903.12166), the authors showed that the result of 256, 1024, 16384, and \infty shots.
